Losing Other Coverage?
If you’re losing your other health insurance coverage and you want to enroll in NYSHIP, speak with your HBA or Agency Contact.
Change in Employment Status
Reduction in Hours
If your hours are reduced to less than half time, you will no longer be eligible for NYSHIP coverage as an active employee. Your NYSHIP coverage will end 28 days after the last payroll period during which you worked at least half time.
Seasonal Layoff
If you are laid off between seasons, you may be eligible to continue your NYSHIP coverage. The specific rules depend on your seasonal position.
Termination of Employment
If your employment is terminated, your coverage ends 28 days after the last payroll period during which you were paid. If your health insurance deductions are not current when your employment terminates, your coverage will end sooner.
If you are placed on a preferred list, you have special provisions.

Nonpayment of Premium
If you do not make your premium payments, your coverage will cease as of the end of the last pay period in which your deductions and/or payments were made.
If premiums were in arrears prior to leaving the payroll, all deductions and/or direct payments made to EBD will be applied to a previous unpaid pay period.
If You Lose Eligibility
If you lose eligibility as an active employee, you may have options to continue NYSHIP coverage. Speak with your HBA or Agency Contact to learn what specific options are available to you.
NYSHIP as a Retiree or Vestee
If you are no longer eligible for NYSHIP as an active employee, you may be eligible as a retiree or vestee.
COBRA Coverage
You may qualify for COBRA coverage. Together, the federal COBRA law and New York State “mini-COBRA” provides 36 months of continuation coverage.
Direct-Pay Conversion Contracts
Certain enrollees and their covered dependents are eligible for coverage through a direct-pay conversion contract.
